I'm on a REALLY tight budget and I would like to know if I should be concerned about property taxes when purchasing.

It's good that you have a budget - at least you know where it's at. The property taxes on your property will have an effect on your monthly payments, so it is an important factor when deciding how much to spend and where to purchase your new home. A real estate professional will be able to guide you in finding you a home in the neighborhood of your choice that is also in your budget.
